MONSTAT reported an average new residential dwelling price of €2,445 per square metre nationally in the first quarter of 2026. The coastal-region average was €2,575, Podgorica €2,395 and the northern region €1,708. These figures cover new construction rather than every resale house or luxury villa.
Bay of Kotor and Tivat
Improvement properties in less central bay locations may begin around €180,000 to €300,000. Habitable sea-view houses often range from €300,000 to €700,000, while renovated stone villas, direct waterfront and premium Tivat or Luštica homes can exceed €1 million.
Budva, Herceg Novi and the South
